Ballot harvesting can move tons of votes. They had a month to do it and tons of ways to go around getting people to do it. Like have union employees do it and add a little extra to their hourly. Mark it as volunteer time. They have the voter rolls with names and addresses. It’s not hard to imagine a way to harvest votes and get away with it. That’s why they legalized it in CA
