If the software can fail in this way, EVERY district where this software is used must be manually counted. The margin of victor is meaningless. If it can flip one vote, it can flip all votes. If it can do it in one district, it can do it in all districts.
As a software engineer, I must tell you this bug is nothing like a manual counting error, where someone might inaccurately give 1% of votes to the wrong candidate. This "bug" (if it's not just fraud) means the system literally cannot be trusted for ANY number it puts out.
