btw - in Boston a BLUE parking violation tickets was a fake ticket only known to insiders of the police force. You could put one on your vehicle and not get a real ticket, as it was a signal to the parking folks that someone "special" was parking illegally. Not sure what color are the real PHILLY tickets, but...
