Unfortunately, because ballots aren't able to be traced back to the person, the only thing you CAN do is as you described - invalidate entire categories of ballots (mail in), ballots of origin (certain precincts), or time - where the counts were at some point. This will be... hard for people to swallow.

That's one reason why voter fraud is so hard to actually fight against. No one has to stomach or political will to invalidate and disenfranchise the good and the bad at the same time.
Of course, the best deterrent for Voter Fraud is to levy the most severe penalties for being found guilty of it; preferably before it gets to the stage we have currently arrived at.
But as a message for the future; this would be a sufficient deterrent.

The fact that you can't is part of the fraud. they can't just shrug and say "well we fucked up so bad you just have to take our bs count" you say, "no you fucked up so bad your count doesn't matter." We had do-overs in some jurisdictions in prior elections because of fraud.
