  1. The Signature challenge will happen before the envelope is ever opened. They do not have access to the ballot.
  2. The challenge can be fixed by reaching out to them. There is a form that you have to fill out. If he had an email or phone number on record, they would attempt to reach out to that.
  3. He has until 11/21(ish) to get this worked out. His ballot is still present and unprocessed. If they get a signature, that's when they'll open up the envelope and send the ballot through further processing. If he addresses the signature challenge his vote will still be counted in this election.
