I'm not OP, but yes The Netherlands has Voter ID laws and paper ballots. You can only vote in the county where you live and you have to show ID. There is a national election coming up March 17, 2021, so we'll see if they try to use the scamdemic to fuck with the vote in the Netherlands too.
As far as I know mail-in-voting is only for citizens living abroad. I voted by mail once when I was an expat.
