I think the dems were betting on a 2016 redux with close margins in a few dem run states where they could dump like 30k in Milwaukee or Philly. I am in PA and I know Trump was totally running away with the election until they (surprise!) stopped counting on election night. My guess is the dems started panicking on overcoming an 800k margin.
