Our polling place had a 'stack' of ballots because they obviously have to give one to each voter to fill out. Are they sure they were already filled out or used nefariously? I'm only saying this because I would think there would be a stack of unfilled ballots at every polling place that used paper ballots.

That's where we store the new ballots that we give out to the voters.
They're numbered, At the end of the day the used ballots (machine tabulated) and the leftover new ballots are locked back in the bin.
Not in NC. I was a poll worker. The unused blank ballots are stored in locked fireproof cabinets, not the DS200.
