It seems the states are responsible for printing ballots. So if the local election officials are corrupt, which they are, then they would know of this feature and would commit fraud that circumvents this watermark feature.
The only possibility they would get caught by this watermark security feature is if they RAN OUT of ballots because Trump vote exceeded their expectations, and they just have to urgently manufacture ballots.
It is definitely possible to catch some invalid ballots this way, but I would think they have a lot of VALID ballots prepared/harvested before the election. Even after invalidating a few ballots by watermark, they may still getaway with fraud ballots coz they used valid ballot papers.
