It sure is. A while back I went pretty deep into exactly how that works. They have an elaborate system in place, and perfectly prone to shenanigans.

Years ago coworker changed the Wikipedia entry for the movie Rocky, listing Rocky as the villain ;) I'm sure they changed it back very quickly, but it proves your point.
