What happens if Trump does a call to arms?

Pam Bondi said the Sheriff refused to come down and enforce a court order in Pennsylvania. .. and PA violated their own constitution law.

So, given this, what happens, after SCOTUS court battle, Trump goes and makes a call to arms ?
