This is one of the biggest indicators of widespread fraud I’ve seen. The distribution not only violates Bedford’s law, it displays modal 4-6 seen in human generated numbers (aka fraud). Other things indicated individual fraud, but this indicates systematic and pervasive fraud

Could you explain why 4-6 indicate human generated numbers?

Sure. First, it violates statistical rules to not be in decreasing frequency from 1up. So there must be another variable. Second, humans are terrible at trying to be random. We will tend to pick numbers in the middle of the number line because it feels more random than a 1 or 9 or other extreme number.
