There are many people in Japan critical of the call being too premature. I don’t think Suga is as savvy as Abe in international stage. The sentiment there is that if not Trump, the threat of China/Russia will be imminent, and call to arm Japan by itself will get stronger or Japan will face invasion of senkaku. They still remember clearly South China Sea situations and daily NKo missile threat during Obama.
