Any issue of significance, will be properly debated into two sides; one for and one against. These two positions will find either support or friction in a party. Such as "lets tax CO2 to stop climate change". When issues reach the party level, there is enough support for political policy/law/spending/etc actions.

Any issue of significance, will be properly debated into two sides; one for and one against. These two positions will find either support or friction in a party. Such as "lets tax CO2 to stop climate change". When issues reach the party level, there is enough support for political policy/law/spending/etc actions.
In parliamentary forms of gov, it's possible to make a single-issue party, but this is predicated on being successful by joining other people/issues/parties. This is no different in the big picture as what the 2 party system does; minor issues remain backburnered bc there isn't enough support.
Furthermore, from a legal and political and historical basis-- Parliamentary systems exist and in fact were formed, REQUIRING a functional monarchy. No functioning monarchy, means a broken parliamentary system; and it like our REPUBLIC becomes the target of marxists trying to turn both forms of government into democracies so they then can turn the democracy into a commietopia (which quickly devolves into a dictatorship).
