He can't be made President if there are recounts and litigation going on, there are additional rules that cover if no President has been chosen.

Doesn't it go to the Congress if no one is elected by January 21st?

Or do ongoing legal matters get to play out?

Yes to your first question, which would give it to Trump and Pence. On the ongoing legal matters, I am not sure.

We will see what happens. Should be an interesting few months ahead. OP clearly stated "what if Biden is inaugurated". In that worst case scenario he would need to be impeached.

He won't win the nomination, it would go down to a vote in the House and Senate despite Nancy's dreams of empire. And Trump and Pence would win that vote as the Reps have the statistical advantage in the House (different from head count) and control the Senate. Then IMO you will get Pelosi asking the UN to come in and overthrow Trump, that should make for an interesting year or two.
