How are the 1% of votes being selected / gathered?
If an algorithm selects, how do we know it is actually random?
If selected from a room, how do we know that they are selecting from the full set of votes, and not being dealt a trick (e.g. verifying non-contaminated votes and ignoring clusters where actual problems occurred)
Who is doing the tallying?
Will there be anyone able to watch / contest?
How will variances be handled? How many variances justifies a total recount?
