If you throw the corrupt votes out, and then the Supreme Court tosses the election results, then the 1/vote per state in the House of Representatives is a punishment for all those turds in the election punchbowl. There are more red states than there are blue ones.

If you do not penalize them, the stealing of votes will continue.
