It's concentration is so small there's plenty of returns left for it to give. It will easily increase the temp of the earth's surface a few degrees over the coming years which is a major problem. Every degree melts the ice caps a little more which releases even more CO2 plus methane which is an even worse greenhouse gas in addition to a whole other host of issues.
You are correct that water vapor accounts for the majority of the greenhouse effect, but the balance is delicate enough that atmospheric carbon can easily tip the scales toward disaster. Not in 20 years or whatever the fearmongering shitlibs are saying, but it'll be a problem eventually. And as I said, this will all happen eventually anyway, but we can stop accelerating it. We need to buy time for our descendents to figure out a more permanent solution.
