Brazil has mandatory voting. You can't open businesses, get a job, bank account, etc if you don't have 1) the certificate of voting in the last election or 2) a justifiable excuse or 3) paid the fine for not voting.
We have ~200 M hab (around 210M) and less than 120M voted last election (~30M didn't go for whatever reason and the rest 50M probably fall into very old or very young to whom it's optional).
So no, NOT EVEN PLACES WITH MANDATORY VOTING get >95% turnout.

Last time I checked, jury duty participation was mandatory. Is that why they call 400 people when they need 60?
They strike a lot of jurors and a lot have reasons (good and bad) they can't participate.
My point was that they call more than they need because a lot don’t show up. Sure they strike some, but a lot are sent home without being considered.
