It might get fuzzy when you start counting the second pile, but if the vote difference is big enough is possible to prove mathematically which side had more votes.

If China has the capability to zoom in to people’s face from a far away security camera, I’m pretty sure they should be able to catch people, oh say bringing in boxes of ballots at 4 am, no problem.
