Remember we still need to be gathering evidence. We know they cheated. We need to find all the ways how. Throw out as many hypotheses as you can and leave it to the community to try and disprove them.

The most obvious seems to be that they sent these unsolicited ballots to mentally disabled people and elderly people in homes. Ideally you send your operatives to these people and get them to fill out the ballot and sign themselves, but getting a person with dementia to vote takes way too much time. So my guess is they just sent operatives to collect all of these ballots again. Next the operatives fill in the ballots themselves and store them in a secure location. Now when election day comes around you wait until 4 AM, when there are no poll watchers around, and have your operatives pick up these fraudulent ballots and bring them in.
Also I am not sure if something would stop them from just sending 100s of ballots to their own address. I have to imagine there is some security in place to prevent that.
