Deep State wants to fix the US election. Deep State needs to conduct "trial runs" in other countries. CIA tests and perfects vote manipulation in foreign elections. Deep State initiates the best-proven method(s) in the US election. I think this was planned long before Trump as their ace-in-the-hole against strong opposition. It is almost certain that it was implemented to "test" viability in prior US elections.
