I heard it was because he was using various federal property, but the article didn't mention a SCIF. But it could be.
However, while doing campaign stuff in/from/with such federal assets as a SCIF might be illegal normally, in this case Trump and the federal law enforcement agents in the SCIF would've been carrying out a (massive) federal criminal investigation, so I'll bet that's perfectly legal.

That is a possibility but I wouldn't pin all hopes on that alone.
