My theory might be that these arrests were used to confiscate evidence. Like if they were using burner cell phones to organize the violence. And possibly venmo/paypal accounts from someone paying them for rioting.

I watch the livestreams of the Portland riots every night on twitch. Periodically a surveillance plane circles the crowds which, it's speculated, collects data. The riots continue but lessened once it was pointed out the visuals were helping Trump.
