That is part of the plan. The rules were set LONG AGO. COVID doesn’t grant automatic immunity to the process if the state legislatures don’t amend the rules prior to the election. If that’s the case, then Trump should simply say “COVID is an existential threat to Americans and it would be immoral and irresponsible to change administrations during a pandemic.”
