Trucker here. Ive heard chatter about it on the radio in the past few days, but I'm gonna level with you.
Owner operators could very well do it if they're willing to forsake their business for a while - plenty of them can and will afford it, they'll take some self granted vacation time.
Those who can't afford it won't. Lease operators likely won't participate. They need to keep moving and keep up with payments in order to keep their trucks - the finance companies won't give a shit. If they're losing money they'll take the truck back.
Most company drivers likely won't participate either. Refusing to move a load is grounds for termination in many companies, so a strike would be akin to straight up quitting.
That said, CDL drivers always have a job waiting for them somewhere, so plenty of guys will take the risk. Most guys will keep on rolling when and where they're told to roll and bitch about it the entire way, as is tradition.
If this does gain traction, you likely wont see the trucking industry come to a halt. You'll just see prices on everything across the board skyrocket for a while. Which would be good enough to send a message.

Not with an amplifier. Fcc rules are 155.3 miles without a license. Yes, amplifies are "illegal," but your allowed a 60ft antenna, so get a 40ft amplifier. I was able to reach 70ish miles when I had mine.
Antenna length is the antenna itself and the wire. So if you're running a modulated 20ft coil of coax in line with your system, then you get the added length.
Even with that, you still need to cut your line to length for quality of signal and transmission strength, unless you have a tale expensive resonant antenna and 50-ohm line. Otherwise, you still need to find line length because of how a cb works. It's a lot more complicated then "just connect this box to that there stick and talk to people" and a big reason why cb shops still exist.

My facility ships about 1bn per month. I've worked with hundreds of carriers. I've shipped to almost every country in the world and to every single city in America.
Yeah, this was a problem back when I was in trucking. When I first started, it would not be rare for me to go to the southwest or the northwest. As the years progressed I noticed that I never went to these places anymore and was pretty much keeping to the Northeast and Southeast. This was due to Canadian and Mexican drivers servicing the Northwest and Southwest. Eventually I realized it was better just to do regional or dedicated routes if you were a US driver, as that was really the only options available if you wanted to make money, even if you were an owner operator.
Even if Owner Operators wanted to strike, Large companies like Swift, Schneider, Knight, Prime Inc, etc; will pick up the slack. I've been trucking since 1989. We've tried organizing strikes and have very little success. Now we are in 2020. Many truckers on the road these days aren't even from America and don't give a shit about politics here. As much as I'd like to see a trucking brotherhood, everyone is mostly about themselves.
There you have it. Have the truck drivers stop delivering to liberal areas. They'll figure out real quick how much us "uneducated idiots" make their philosophical elites asses pucker!

I saw several truckers talking about something deadly serious at a truck stop the other day. Only part I heard was, "...but I ain't going on no welfare."
I used to drive a truck. Drove for 13 years. If I remember correctly, truck drivers were threatening to strike around 2007. I believe the Bush administration responded by saying any CMV operator that was under a load and striked would be arrested. Something to do with theft or holding up commerce. Of course, this really didn't deter any of the drivers but they never went on strike either, so we never got to test the waters.
They won't be able to pull it off if they can't build a system to communicate and coordinate.
And WHEN it happens, WE need to be ready to reach out to the trucking companies and demand that they support their truckers.
