Assuming the state legislatures in WI, MI, PA, and GA are actually based and agree that issues exist in the election results they've gotten, then they can give the presidential electors to however they want in accordance to the Constitution. Some states, like MI, do have laws that says the legislature has to give the electors to the winner of the state's popular vote, but that may run in to an issue with Article II Sect. 1 Clause 2 of the Constitution, but that hasn't been litigated. There are some other things as well from the Constitution that helps Trump as well, but the above is the big one.
