Secession should be done based on local voting. Evict the blue dots (urban areas and their suburbs):

Malaysia once did that exact thing to Singapore. The difference is that it was about ethnicity rather than economics, and Singapore was the champion of economic freedom so it did very well.

USA's secession is about ideology, not race. Vermont is 100% blue.
