This is a valid point. Elsewhere I commented but if earlier mail-ins were all more rural and big city mail-ins were later then it could explain since big cities are more heavily dem. A better analysis might be to look at specific cities and plot those out on the graph over time. Ex: instead of plotting it for a while state just plot it for cities. That would show if specific cities increased the ratio over time.
