So basically 80k people only voted on the presidential ticket and not down ballot in one city. That's believable... /s

I did some digging. Philadelphia has Congressional Districts 2 and 3. I added the total votes for Congressional and then compared the total Presidential votes coming from Philadelphia County. Of course due to fraud there are way more Presidential votes than Congressional votes and that number is over 80k. How can that be explained?
