I don't think she actually has the authority to determine a winner (plus it says "apparent winner") which is not at all the same thing either.
So if I'm reading this right, she doesn't decide the winner. She makes the call for her agency on who they should start assisting with the transition, i.e. the apparent winner whenever that's apparent. It's only for practical logistics reasons. Theoretically, she could fuck up and start helping the wrong person, but that would not affect the legal outcome of the election.
This is the accurate assessment.
Her duty is to ease and facilitate the incoming administration, and she has sole authority in determining who that will be in terms of that facilitation. All she’s doing is expressing healthy skepticism at the results before giving early access.
The GSA doesn’t actually have to do anything here. Its just common protocol when the results are obvious, to make it easier to roll operations over.
