Initial noise, then a constant D/R ratio and finally a bump.

That bump indicates this was not a temporary "entry issue" or "the issue was corrected" or "just a democratic stronghold reporting". It indicates that there was a permanent bump after that point and it was not corrected, and it did not get averaged out (as would have been if it was just a stronghold reporting).
