No it doesn't. It decreases the population by which electoral vote count is determined if STATES deprive men 21 years old or older of the right to vote for reasons other than rebellion or other crimes. Basically, you have no right to vote. States have the right to say who can vote. However, the 14th Amendment is saying that if states do put limits on who can vote, then their electoral count will be lowered accordingly. In other words, they can't be counted in the census as population used to determine electoral count. BTW, the mere fact that states do not allow illegals to vote (by law) means that the 14th Amendment actually makes it illegal to count illegals in the census. Nifty huh? Although no one seems to know that, because they count them anyway.

Trump should use every power under his belt and they have given the president a lot of power over the years thinking they'd be the ones to use it.
