[edit: ASIDE from obvious fraud reasons, what reasons (excuses) are actually given? And what about Arizona? Doesn't seem they are engaged at fraud now, at this point at least, but they still only counting 70k votes day 6 days after most everyone else was done in few hours.)
Count the rural counties 1st so they know how many votes to manufacture in the cities so that they can pretend the winner is Hiden by giving him 0.1% more than the threshold that mandates mandatory recount. Simple as that.
