the deal with cheating is, if you space it out and let lots of people cheat "on their own" you can claim you had nothing to do with it

They didn't have a "structure" to speak of, either, and they had no leader (OBL was just a really famous AQ, not the leader), but we had no problem going after them. Independent cells of terrorists is and has been a thing for a long time. Lone wolfs who subscribe to an ideology is and has been a thing for a long time. Nobody expected this to be a gargantuan turnout election, people viewed it as a base election+, the + being covid mail turnout.
Then here comes the day of, America shows up with 72+ million MAGA votes, but all the little moving pieces all on their own just clicked and whirred away to "beat" it by a small margin.
If Trump had pulled in 63 million votes like '16 (or less, incumbent elections are often down in turnout) then this machine would have delivered Biden the presidency without so much as a funny aftertaste.
