Thurbert E Baker may be a clue. I'm not saying he is involved but has turned a blind eye to serious issues and became a lobbyist for AT&T after his time in office, so I deem his links as suspect. He was not supposed to within a year of leaving office but got through on a technicality.

He, as attorney general at the time, and the Elections Board reviewed Jeffrey Dean conviction record (included computer manipulation) when, (I believe) Jeffrey Dean was Senior VP at Global Election Systems (was very obvious that it would have caused issues)
