If you wanna win the popular vote by fraud, then you must engage in fraud everywhere. They knew they wouldnt flip the state - but they knew they had to at least block some of Trump's votes everywhere
Why do you think Dems keep harping on this "popular vote" thing. They have it set up so that even individual poll workers, without central command, will tear up Trump votes (more likely votes from Trump districts, so yes some Biden votes get torn up too).
It's the same AntiFa playbook, it's the Taliban playbook, it's the Viet Cong playbook, it's Al Capone's playbook. You don't need central authority to dictate people who are radicalized. You radicalize them and they do this shit on their own.
