They need some more context. It sounds like a lot but maybe that's normal, I don't know. Is it statewide, nationwide? Clustered in one city or district?

I did find it odd the senators won in georgia but will trigger a run off even though the republican looked to be decently ahead. Did they start to fill in the senators only after that?

I could totally see a batch of fake votes without down allot coming in in atlanta, then the next batch they realize they're going to lose senate so they need to trigger a runoff.
