That is a huge red flag. What is the probability that at least 450 thousand average voters would fail to follow instructions and vote only on the Presidential race and not the other races? The answer, close to zero when numbers are this large.

Probability does not work quite like that. A better way to think about it: what percentage of ballots are normally for only the president in past elections and is this a normal outcome?

You just have to compare it against the broader population. How many Trump only ballots are there ?
