My experience is yes. In Presidential years the President who wins typically makes ground in both the House and the Senate. You see a similar trend down ballot.

The fact that the enthusiasm didn't continue down ballot is unusual. Definitive proof of cheating? No, but definitely one of many unusual things this election.
