If you want a Democrat president because you support Democrat policies, you'd want to give that Democrat president a Democrat House & Senate, and you'd want your other local elections to be Democrat winners.

Too long to actually commit any reasonable amounts of fraud. There's also other measures for local government on the ballot. Things like tax increases or decreases. If you had a ballot where people only voted for Biden, but didn't vote for a local tax increase measure, that would clearly be odd. (In fact, exactly that happened in IL. There was a measure on the down ballot to increase taxes on the rich, but it failed by a huge margin, which makes no sense if people were voting Biden.)

If it takes 60 seconds to fill out a complete ballot and put some randomness to the down ballot, one person can only realistically manufacture several hundred ballots a day (accounting for down time) if they work at it 12 hours straight without breaks (which means they'd likely produce even less).
At that rate, even a team of 100 people faking ballots, would only realistically bring in about 7000 fake ballots a day, combined, which is nowhere near enough speed to stuff enough ballots. It would take them over 1000 people working over the same time, to fake just 70K ballots. And they'd need at least that many if not more in every state. So well over 50K people forging ballots would be needed across the country, which is an unrealistically large operation to be running.
So the solution? Make people take like 5 seconds to fill out the ballot for just Biden. Then you're working 12 times faster. Now a single person can forge over 8000 ballots in 12 hours. 10 people can forge 80,000 in the same time. Then keep the results held up for a week, and with all that, they have enough time to stuff more than a half a million ballots or more in any state, with just a team of 10 operatives in each state!
They won't need that many for every state, so they can do it with even less people in total. 50,000 person operation VS 500 person or less operation....probably more realistically, under 200 people across the whole country. That's much more manageable and easier to hide.
