My 2 theories on this are either they were rushing through filling out new ballots as fast as possible, or they didn’t want the Republican candidates also investigating the process, forming their own legal teams or assisting Trump’s, after the election was also stolen from those Republican candidates. They want to isolate Trump away from any Republican allies to make his loss look more legitimate.
