I don't think so, the Provisional Ballots should be TWO VOTES, one taken off Biden's CHEATER MAIL-IN BALLOT VOTER.....And one added to Trump's margin. So, if there are 40 K Provisional, and 20 K are for Trump, probably 25k, then that would mean Trump gets 40-50 K votes in sum total because the CHEATERS all voted for Biden, of course.
If a Provisional was placed for Biden, more than likely the CHEATER has already voted for him, thus its a SUM GAIN of ZERO. (Basically).

putting barcodes on each vote that is secretly associated with each vote. Then you can remove invalid voters and their votes by serial number basically.
blockchain would similarly allow you to trace a vote from invalid voter to outcome and remove it.
go to election day only, in person only voting with paper ballots, biometrics and ID and put an ink mark on each persons' hand after they vote. This makes it nearly impossible to cheat so long as the ballot boxes are observed at all times.
The downside of blockchain and serialized ballots is that it makes it theoretically possible to tell who voted for who. If you manage to get the information out of the system, you could basically set up a marketplace for buying and selling votes.

I believe its 2% of precincts left....not total overall vote share.
For example if you have 10 precincts and 9 are done counting....youre at 90% reporting.
