Wanna keep the elections honest? Want the pole watchers to be able to do the task asked of them?
Set up polling places like a Vegas casino. Anywhere there is $$ and chips, a high resolution camera is watching the tabletop. Paper ballots, hand counted only. Screw a machine for such an important job!
Go a step further and set up recording and live feed cameras.
There would be far too many witnesses to allow any monkey business!

Elections are a national security risk. Perhaps we place them under the preview of the states national guard units?
Interesting. I would add that the correct place to host the election servers would be on the same blades as banking stuff is hosted.
