Stupid question. But suppose each (or some)/state house delegations vote according to their state's popular presidential vote. This means they vote blue if the state voted biden (without dispute) even if the representatives themselves are majority republican. To me this is a real possibility. Is there a clear victory then? How many clear red states are there on the current electoral map?
