Instead, the States should circumvent Congress and propose and ratify a Constitutional Amendment which governs elections. Require ID, limit mail-in voting, and better control the counting process.

A Canadian fren of mine that is anti-trump was shocked that we don't have voter ID in our elections. Apparently in Canada they do; and while they did not have any elections this year during covid, he's pretty sure that mail-in-ballots there, when you request them, they send you a whole kit to verify your identity.
As a Swede I was also astounded when I learned that the US didn't have voter ID. That's election 101, man. How on earth are you gonna make sure the election is legitimate if people aren't asked to identify themselves at the polls?!

Yes, set the requirement that all voters must show ID
Each ID should have a unique pattern embossed onto it. Any mail in vote needs to include an imprint / pencil shading / carbon copy of the ID and pattern to be validated.
Then let the states decide how to "ensure no voter is disenfranchised" with these rules.

Because Voter ID hurts Democrats, they rely on illegal votes to win.
