The Hammer and Scorecard programs were made known to me via General McInerney’s recent interviews on Bannon’s War Room. Hammer seems to be an extremely versatile machine and has a long operational history, so the below will only explain Hammer and Scorecard’s operational capacity regarding the 2020 Presidential Election to prevent tangents.
Hammer was an SAP (Special Access Program) conceived by the CIA to fight terrorism. According to General McInerney, Hammer is a SIGINT (signal intelligence) system, where, according to Wikipedia, “Signal intelligence is intelligence-gathering by interception of signals, whether communications between people or from electronic signals not directly used in communication” (1). Scorecard is a software application of Hammer and exists like an app on an iPhone. Scorecard operates by tampering with computers at the transfer point of state elections and changes votes during the flow stream. Typically, these changes occur within the range of 3% to avoid detection (2)(3)(4).
So, how did Hammer and Scorecard work on election night? Given the information above my interpretation is that Hammer is used to capture the signal that is transferring votes from the county level to the state level, while Scorecard manipulates the contents of that signal. This preliminary work attempts to explain the Hammer and Scorecard system. The next step is to investigate the potential connection to Dominion. Additionally, General McInerney asserts that Hammer and Scorecard does give off a signal when used and that they may be able to catch it, however, the technical nature of detection is beyond my knowledge (3).
While there are other interviews of General McInerney discussing Hammer, the cited interviews focus on usage in the 2020 Presidential Election. Additionally, his recent interview with Dave Janda is relevant, but I did not have time to listen to it in-depth as I wanted to get this information to other ASAP (5).
