Yes the Dominion software was flipping 3% Trump votes to Biden in all the red counties. They thought this would be enough to lead to a Biden win. But then a lot of the blue counties started voting Trump and Trump was winning anyway. That is when they stopped the voting in all those swing states to activate plan B.

Exactly! But it's deeper than that. They found 150k + in the surrounding counties that were red by much deeper margins in 2016.
