If the results fall in .5% for some states, it is an automatic recount by state funds. If not, the campaign has to request and pay for the recount.

It is for attorneys to file due to it not being government officials running they are just technically people with their own funding and campaign funds. Once it is litigated then gov funds will be used to round up the perps.

It’s not federal fund, fighting election is a private issue. Any fraud when detected will be pursued by DOJ but first it has to be proved and the perpetrators identified
