California has 55 representatives. 35? Are Democrats and 20? are Republican. Therefore the state has a Democrat delegation. Each delegation gets one vote.
There are more representatives total from blue states, but republicans control more states. California and Wyoming have the same power if it goes to delegations.

It’s not “the house” it’s the house delegation. So Alaska gets one vote, Texas gets one vote, California gets one vote, etc.

Iirc Reps control 26, Dems 22, and 2 are evenly split (Pennsylvania and Michigan, ironically).
